
Key segments, market dynamics and the role of analytical solutions in the development of the industry
The Russian biotechnology market is showing steady growth and is one of the priority areas for economic development in the import substitution segment.
At the end of 2025, the turnover of the biotechnology market in Russia is estimated at about 475 billion rubles, which is almost twice as much as in 2015. The share of import-substituted products increased from 15-20% to 40-50% in certain segments. The dynamics were significantly influenced by government support measures, the development of domestic production, as well as the production and export of biopharmaceutical products, including during the coronavirus pandemic. Deliveries were made to India, Argentina, China, Belarus and Brazil.
An additional factor in revenue growth was the adjustment of prices for biotechnological products against the backdrop of sanctions restrictions and import substitution processes, primarily in the field of biopharmacology.
According to the estimates of the Center for Industry Expertise of the Russian Agricultural Bank, by 2028 the market volume of all biotechnologies may exceed 4.2 million tons of products, which is equivalent to 700 billion rubles in value terms.

The Russian biotechnology market includes several key segments that differ in maturity and development rates. According to RBC, the distribution is as follows:

Medical biotechnology remains the largest market segment with a share of 58-60%. Dependence on imports is estimated at 50-60%, while investments in R&D can reach 20% of companies' revenues.
The market for biosimilars and generics is close to saturation and is characterized by high price competition. In the segments of innovative biologics, gene and cell therapy, there is still growth potential, but its implementation depends on the availability of investments and the regulatory environment.
Industrial biotechnologies cover areas related to the production of materials, enzyme preparations and processing of biological raw materials:

The development of industrial biotechnology is associated with the expansion of the production of chemical products, new polymers, composites and structural materials, as well as with an increase in the efficiency of processing natural resources.
The segment of agricultural and livestock biotechnologies is showing steady growth. The market volume increased from 71.4 billion rubles in 2024 to 80.7 billion rubles in 2025. The most dynamically developing areas are feed additives and veterinary immunobiology, which accounted for a significant part of the growth in 2020–2025 and retain the status of key drivers until 2028.
The development of biotechnology in Russia is focused on obtaining practical results and introducing technologies into the economy. According to experts, further growth will depend on a combination of scientific developments, state support and business initiatives. At the same time, one of the constraining factors remains the shortage of personnel and the insufficient number of training programs.
At the end of 2025, the national project "Technological Support of the Bioeconomy" was approved, aimed at the development of biotechnologies in the agro-industrial and timber industries, veterinary medicine, ecology, medicine and energy. The goal of the project by 2030 is to increase the production of bioeconomy products by 96% and increase the share of domestic biotechnology products to 55%.
